I've never looked specifically at TMDA, but I understand the concept.
Doesn't the user also have to be able to create new Maildirs (where do
you keep your quarantined/holding mail?), and create/modify files (db
structure or whatever holding whitelists, blacklists, dated address
keys/hashes, etc), and various other things?
