Are you sure, and if so, why?  What is the output of qmail-showctl?

If you're an open relay, this is the specified behaviour.  It's a very,
very bad idea to be an open relay, however.

badmailfrom could do this for you, but the right solution is to close
your relay -- only accept mail for your domains.  If you must provide
relaying for some clients, do it as a selective relay.
