Of course, I could always use --enable-help=y to accomplish this task, eh?
Looks like it changed in 1.0.22, though I had no idea that
         + Merged show_login_help.html and show_login.html with ##th tag.
         + Modified install procedure in configure.in (set permissions,
           remove login_help code, other fixes).
meant that the new flag was added.  At any rate, problem solved!

Tom: It would be useful/helpful to add a line at the end of configure, in
the "Current settings" list that includes whether or not help is enabled or
disabled.
