Yes,

there are 4 accounts.

hmm, I have version 1.2.0 and 1.2.1 running here.
"remove" (I guess you mean "delete account" / the trashcan?) is not shown only if the listed user is a domain admin.
"modify user" should be visible for all your four users.

which version do you use?
