I would say yes, make it a admin-only option. If a user doesn't want to use his account any more, he should tell the administrator so that he can either delete the account (in case catch-all is disabled) or to make it a blackhole account, if he doesn't want to get the spam mails from that (old) user account (see below).
Is it even necessary now that you can add a blackhole to the aliases page (undocumented at the moment, but you enter "#" as the forwarding address)?
That's a somehow difficult question :-) On the one hand, it would be enough if you disable the Catch-All account and delete the mail account. But there are a lot of users who love using the catch all account (and wonder about a lot of spam mails on that account, but that's a different story ;-)), but perhaps want to get rid of one e-mail account (perhaps because there's too much spam coming in on that account). In that case, the blackhole-forwarder is quite useful.
