I don't imagine so. You might try checking the permissions of the files.
I don't think it makes much of a difference, but it doesn't hurt to check.
It's seeing a description for a rule, but no rule.Maybe something got
garbled, or maybe some of the rules got commented out or something.
If you have it running on another server, try copying the files from
that one to the one with the problems and see if that doesn't clear it up.
