May be I'll give the devel build
a try? Because adding it to webmail messages means requesting the users
of the system to add it, rather than forcing a footer. But it might be
the last measure :(

As far as
adding it to webmail... I know this could be done with Horde, back when
Toaster used to roll this out as well. I never tried in Squirrelmail.
Maybe check Squirrelmail's website to see if it can be added to the
config there? That way all emails throuhg webmail would contain the
footer.
