But, looking at the tcp.smtp file again, it kind of looks like there is a
rule in tcp.smtp that applies to all users that is "allowed" in tcp.smtp?
No hostility. You're asking to change the package to do something is was
specifically set up to not do. There are guides on the internet (Life
wit hQMail pops to mind) that will walk you through installing from
source code, so you can set the switches you want.
The second part makes more sense now. I cannot say for sure, since I
have never used pop-before-smtp, but I imaging it's inheriting the rules
from the :allow entry.
