I'd rather turn on the switch in qmailtoaster, this package is great. And it's really not a pop-before-smtp issue any more, the question is if the rules is inherited or not.

You're asking to change the package to do something is was specifically set up to not do. There are guides on the internet (Life wit hQMail pops to mind) that will walk you through installing from source code, so you can set the switches you want. The second part makes more sense now.
