Yes, this server is not running latest version for now because it is
a large cluster server and I install latest version in a test
environment before updating my production server. (I was in vacation...
that's the reason why it's not done yet ;))
Yes, the cdb file has been regenerated.
Yes, header show that they are received by simscan, but no scanners
are invoked:

If you changed your simcontrol file, did you remember to
# qmailctl cdb
to regenerate the .cdb file(s)?
I have an intermittent problem with simscan/sa/clam too (I'll be posting
details in a while - may or may not be related to your problem).
Do your message headers show "Received: by simscan ..."?
If so, please post results.
If not, please post your /etc/tcprules.d/tcp.smtp file.
