I had tried the spf fix and qmail stop/start already before emailing the
list, i was reading through the archives. That was one of the first things i
had tried.

Your problem might not be related to SURBL.
Forwarded emails fail the SPF check if SPF is specified in the
originator's DNS. There is no message logged when there is an SPF
rejection (we've requested a fix for this from the SPF patch author). Try
changing /var/qmail/control/spfbehavior from "3" to "1", and "# qmailctl
stop", "# qmailctl start" to recycle qmail. "# qmailctl restart" might be
enough to recycle, I'm not sure.
