Oh. I thought that there might have been some customization that iant had
done to the file, and was subsequently lost upon upgrading. If so, perhaps
the customization was done in the wrong place.
Perhaps we (I) need clarification from iant. :)

Did you use the qmt-newmodel.sh script to do the upgrade?
/etc/httpd/conf (where the toaster.conf resides) is unfortunately not
(yet)
included in the configuration backup/restore portion of the script. Rest
assured that the script will be fixed for that right away. Doesn't do you
much good though, I'm afraid.
I hope that fajarpri's copy gets you going again. Either way, please
let us
know your situation.
