Im aware that my toaster versions are not completely up to date. As it is a production system hosting over 4500 accounts, im a bit dubious about updating it willy nilly :D I have the current version of controlpanel toaster installed, so should I just remove send-emails-toaster, or should I remove it, and then re-install control panel toaster? It's included in the control-panel-toaster source rpm. I would remove them both with nodeps, then rebuild and reinstall control-panel. That should at least get you to the correct version. Note, if you have send-emails-toaster-0.5-1.3.1.noarch.rpm still lying around somewhere, you can simply use it to upgrade. I'd remove the existing one and install the new one, just to be safe.
