Plans are to have the qtp-newmodel script(s) modified to allow upgrading
from the development site too. This will take care of these little upgrade
nuances.
FWIW, my understanding is that a particular version of spamassassin had a
problem which uninstalling was required to fix. This should not be necessary
going forward. Unfortunately, I haven't been able to determine (no one's
told me) which version(s) in particular had this problem. As a result, the
qtp-newmodel script(s) do this unconditionally.
