I'm pretty much coming up with a blank for your situation (short of telling
users they can't use windows mobile on their phones). Have you looked into
using a different subdomain of spamhaus (other than xen.) that won't block
them? IIRC xen is a combination of a few other BLs. I don't know if they're
still available individually or not.
