I use Bind only here, and my authorative servers also act as resolvers.
I think in tinydns (djbdns) it has to be setup separately.
The only time I flush the cache on the caching DNS servers (ie: my
firewall or a mail server) is when I make a change to DNS and I want it
to change *now* for my testing.
