probably limitation of vqadmin. Try adding a user using command line tools.
After that, vqadmin will probably still let you administrate that user later on.

A lot of searching Qmail Toaster docs/wiki, Google, etc has not turned up this issue. Any suggestions about how to make this work would be much appreciated.
