Thank you for the guidance, I looked in the smtp logs and found the culprit:
The automated reply was using from: <ITD_001/b...@bsp.gov.ph::>
The line reads:
*** CHKUSER rejected sender: from <ITD_001/b...@bsp.gov.ph::> ....
etc.... : invalid sender address format ***
So it is the auto reply with the new ITD_001/b...@bsp.gov.ph email that
is being rejected by qmailtoaster but is being accepted by gmail and yahoo.
QUESTION:
How do I adjust qmailtoaster to accept this sender format with the "/"
in this case ITD_001/b...@bsp.gov.ph ?

In the SPAMD logs I can see emails from @bsp.gov.ph being received
but the email address is all coded long so I cannot specifically say
I received it from sdcrb-...@bsp.gov.ph. Maybe I am looking at the
wrong receiving log?
Clearing the badmimetypes file is fine - everything should be
commented out anyway. Same with badloadertypes.
This log shows a message going out. What do the logs look like when
the message comes in?
