Is it easily possible to disable the chkuser functionality in the toaster?

You should be able to change settings by adding corresponding variables
to your tcp.smtp file. You could also add desired variables to the
/var/qmail/supervise/smtp/run (or submission/run) file to implement them
on a global basis.
