I don't know of a way. It sounds like you'd like to implement quotas on
the sending side. Is that right? Something would need to keep track of
how many emails each person sends, and I don't know if/where that is
happening. I'd look toward vpopmail for an implementation. You might ask
for this feature on the vpopmail list.
What is the problem that you're trying to solve? I'm guessing you maybe
have accounts that have been compromised?
