In that case, I'd suggest to simply set all accounts to NOQUOTA for the time being (this is what I do), and use some other method to monitor abuse.

Hi,
i´m review my users, i found a error with quota, some users have

this and they can still receive emails.
I think I read something from this and can be for the version of
vpopmail?
i have vpopmail-toaster-5.4.17

That problem is actually quite old. ;) Quotas are broken in
vpopmail-toaster, and ttbomk are scheduled to be fixed in QMTv2 with
vpopmail 5.5 (which I believe is still in beta).

You might try rebuilding your vpopmail-toaster package with vpopmail
5.4.32 sources. That reportedly works better, but I'm not positive about
that. See vpopmail users list, and archives for this list for more
information.
