For example, write a bash script to run the "du" command on the account
directories, and email the results to an address that's monitored. The
script can be put into the /etc/cron.daily/ directory to run daily.

In that case, I'd suggest to simply set all accounts to NOQUOTA for
the
time being (this is what I do), and use some other method to monitor
abuse.

That problem is actually quite old. ;) Quotas are broken in
vpopmail-toaster, and ttbomk are scheduled to be fixed in QMTv2
with
vpopmail 5.5 (which I believe is still in beta).

You might try rebuilding your vpopmail-toaster package with
vpopmail
5.4.32 sources. That reportedly works better, but I'm not positive
about
that. See vpopmail users list, and archives for this list for more
information.
