I wonder if my tcp.smtp is or was mangeled at some point in time compared to your Eric. Plus I jacked up both concurrency files a tad bit. That's simply concurrent connections, and doesn't really relate to the number of recipients in an email. My tcp.smtp file has this: :allow,BADMIMETYPE="",BADLOADERTYPE="M",CHKUSER_RCPTLIMIT="50",CHKUSER_WRONG RCPTLIMIT="10",QMAILQUEUE="/var/qmail/bin/simscan",DKSIGN="/var/qmail/contro l/domainkeys/%/private",NOP0FCHECK="1" I don't know what the default CHKUSER_RCPTLIMIT would be if it's not specified.
