is there a way to patch qmail toaster to handle the "silly qmail syndrome"
without this emails to local recepients get delayed by several hours when
an email is sent to around 5000 users within the server.
even stopping smtp temporarily to clear the queue takes quite some time
is there any specific reason why this has not been implemented in the
stock qmail toaster ?

I don't know why the patch hasn't been included already. I'm a little
surprised that it's not. I suspect that perhaps it conflicts with some
other patch, so it might take a little doing to get it working.
Conflicting patches *can* be modified to work together, it just takes
some coding work.
I'll look at including it at some point when there are other significant
changes to the qmail-toaster package, probably with spamdyke (don't look
for it with COS6 though, which I expect will be next).
If someone would include it before then, and they send me the srpm
containing it, I'll be happy to publish it.
I seem to recall that JMS (John Simpson, author of this patch and many
other qmail patches IIRC) was looking for some work to do several months
back. I don't know his present status, but I'd be happy to have him
involved with the QMT community. If you need this fixed badly, you might
contact the John directly and see if he'd be interested in doing the
work for you (and hopefully QMT).
