Check your submission log (# qmlog submission) to see if the client is
actually reaching the server. You should see messages in this log when
the client connects and attempts to send.
It's possible that the client is reaching a different server somehow,
either due to misspelled domain name (.com instead of .net or some
such), or improper DNS resolution on the client machine. Ping the named
server to check the actual IP address.
If the message is indeed coming from your QMT server, then the client is
not authenticating. Be sure that the outgoing settings for Outlook have
authentication set.

Yes I use the outgoing server in outlook and select my outgoing
server (SMTP) requires authenticatin.
Which port are you using. Normally clients should use the submission
port 587.
