I would start by googling fail2ban examples, perhaps it can be used for
this? I know some people are using it at least for blocking connections
from ip addresses that fail X times.

But what happens if your users go on a vacation abroad, won't they complain
that email no longer works? Or will you inform them to only use webmail
outside US?
