I'm not positive about this. My understanding is that forwards are

It does create them. I just tested:
1. Created test account [email protected]
2. Check if there is a .qmail file: there isn't
3. Add forward via qmailadmin
4. Check if there is a .qmail file: yes! it created
/home/vpopmail/domains/0/strangecode.com/test/.qmail
This would be a forward of an account, not a simple forward (a simple
forward being in the list of forwards, not account).
So we need to be clear whether we're talking about a forwarded account
(.qmail file comes into play), vs (simply) a forward, which has no
account associated with it, and is kept in the database.
Generally speaking, I think it's best to use simple forwards as much as
possible, and not forward accounts. If users want/need "aliases" (I
personally have a ton of them), create forwards for them, not additional
forwarded accounts. It's simpler that way, and a bit more secure.
Again, my understanding is that account .qmail files
are still effective though, as they're used for catchall and maildrop
(spambox) purposes.
I think .qmail files are fine. It results in a mixed jumble of configs, but as
long as it works consistently and is documented we can rely on it to work.
This is a good point to refresh our memory that there are .qmail files in
multiple locations:
* …DOMAIN/.qmail-LOCAL
* …DOMAIN/LOCAL/.qmail.
* …DOMAIN/.qmail for the default .qmail file for the domain
* /home/USERNAME/.qmail for real unix user accounts also have

QMT doesn't support local/linux email accounts, although you might get
them to work. I think it's best to keep all mail users virtual, and
don't really see any point of using local users.
Thanks Quinn. Good to see you're still with us. :)
