1. cannot start: qmail-send is already running: got this error in qmlog send
2. qmailctl stop
3. ps -ef | grep email
4. Kill pid 
5. ps -ef | grep email
6. kill -9 pid
7. restart
8. again found error as

Did you "kill -9" the pics? I've never seen that not work.
You might want to reboot. Then see if you still have these mess/ queue 
messages.
