editing the toaster.conf file cured the listening issues....
checked for courier still running and no threads found.
I am still left with this...

In '/etc/dovecot/toaster.conf' add
listen = *

And, It looks like courier is still running, it needs to be stopped, 
find the processes and stop them
# ps aux | grep courier

Try restarting dovecot
