Linux has zip/unzip too but it's mainly so we can communicate with Windows
users. gzip runs faster and makes smaller files than zip so that's pretty
much our default.
When we want to trade some speed for smaller files, we use bzip2
Asking for those utilities is far from being strange. I wouldn't be
surprised if they are/were checked by default which might be why you didn't
recall dealing with them.
I can't help with Cygwin since I use Linux. The one time I tried to compile
qooxdoo under Windows, it worked ok.
What I'd do is to remove Cygwin completely than reinstall it paying special
attention to all the packages needed. It's easy to miss one.
