Gene, besides create-application.py you should only need to adapt the scripts in tool/bin (particularly generator.py) to use the new Python version. This should suffice.
I would be careful to change the system default since RH uses Python for system administration, AFAIK. For the purpose of testing you could rename the old python to python2.3 and then create a symbolic link from python -> python2.4. This way it is easy to revert back, just by swapping the link to the old executable.
