Indeed, it's not, and the very nature of SO makes it unsuitable for real
discussions. But I think that's rather an advantage, as it leverages the
Q&A character of an exchange. You either have a specific question where
others can offer answers. Or you want to discuss a topic, where you need
opinions with arguments. SO strengthens this distinction, by (nearly)
not letting people discuss answers.
So if a discussion ensues, often the "question" was not a real question,
but a fake one, an opinion in disguise, which usually gets spotted very
fast on SO. And in the few corner cases, it should be fairly easy to
refer to the ML. People will be more mindful if they want information or
a discussion, and if you look through our ML, the character of an OP is
mostly quite obvious.
