Yes, it is the WindowManager contrib. But this is a complete re-write and I didn't want to simply overwrite whatever work others may have been doing to my original contribution, or what others may expect to find there. On the other hand it looks like it has been inactive for a couple of years now. Another question mark is that my new implementation is no longer really about "WindowManager". In my mind it is a step toward a more general "MDI" functionality.
