I'm not aware of any such issue and can't find anything in Bugzilla, 
either. I did a quick check of the bom.Window[1] demo in Safari 5 under 
OS X and XP and saw no problem: The windows opened as expected, even if 
popup blocking was activated.

Which OS/Safari version are you using? Are you seeing the same problem 
in the bom.Window demo?

AFAIK, in plain HTML you can only set the target attribute to "_blank", 
it's up to the browser to decide whether to open the URL in a window or 
a tab. Most browsers allow the user to configure this behavior.
