I did a quick check of the bom.Window[1] demo in Safari 5 under OS X and XP and saw no problem: The windows opened as expected, even if popup blocking was activated.

AFAIK, in plain HTML you can only set the target attribute to "_blank", it's up to the browser to decide whether to open the URL in a window or a tab.
