An rf operator is someone with an rf device. rf is an acronym for radio frequency so an rf operator is someone working in the warehouse which has an rf (wireless) device (either handheld or attached to a fork truck) with an attached barcode scanner. The application runs on that device and is usually just a character mode telnet app.
