I would second to inspect uses of eval in the framework and first of all remove those that are not technically necessary (and with framework I mean the framework classes *without* the test classes; test classes don't go into custom apps, and are therefore a different story).
As for rutimes that don't allow 'eval', maybe we could generate out the remaining occurrences of 'eval' in the build version?! You might want to open bugs for these. T.
