You already found the right spot in the documentation relating to
operating system and browser support:

"Qooxdoo runs in any modern web browser, including Internet Explorer 6+,
Firefox 2+, Opera 9+, Safari 3.0+ and Chrome. No plugins are required".

Regarding qx-Desktop each of those browser on all "common" operating
systems, i.e. Windows, Mac OS X and Linux.

Regarding qx-Mobile the supported mobile operating systems and supported
Desktops Browsers are listed here:
