Hi William, yes I guess that feature would be a good enhancement. But I don't like the idea of adding one more property to the widget class. For my understanding it's better to show the tool tip even if the target widget was disabled. Especially since there is the property "blockToolTip" already present to suppress the tooltip. But this would cause in a behavior change.
Anyway, I would advise you to first add a comment to the bug you found to point Martin to this issue. Than think about the possibility to fork qooxdoo in github and apply the given patch there.
