I have already run RAT over java and C++.

I have addressed all the issues in the Java code base that it
highlighted. The issues shown with C++ IIRC Gordon addressed them. I
can re run the tool and see what it is currently reporting.

I have been unable to get Daniel's maven change to add the required
notice and license files to the jars.

In addition with the change to maven we haven't as yet created an
Apache compliant distribution build that includes all the required
notices and license in the root directory. This was done for M1 but we
cannot reuse the ant scripts as the dependencies license/jar are no
longer stored in our repo and pulled in via maven. We need some way of
creating an Apache compliant Notice file that includes ALL license
files of the project dependencies. IIRC this is QPID-112.
