You listed files that did not have the ASF license included (I haven't looked for or addressed any other issues). Of those you listed the following haven't been altered:

because it seemed a bit odd to have a license for a readme, however I can add it to those if other feel differently

wasn't sure whether comments could be included (or format for them) and seemed like comments weren't necessarily required for these
