Probably qpopper is not being launched from inetd. Check the
INSTALL file for detailed instructions.
Also, I'd advise using 3.0.2 or 3.1b6 instead of 2.53. There are
security issues in 2.53 (and 3.x is much more stable). 3.1b7
should be out this week, you might go to that.
