I realize that, and you obviously didn't read the disclaimer at the bottom
of the quote.  He said that he took the initiative in creating the
internet.  I don't care how you read into it, that is what he said.  The
transcript is available at the URL listed above.

I remember it back then and I remember the AUP's of the NSFNet and Merit
Networks.  He may have helped the commercialization of the Internet, but
it wasn't his bill that went through congress allowing it.
