I would think clustering would be the key here.  

Some OS's support IP connectivity management.  DNS remains static, and the
machines negotiate for who is going to answer on a give port for a given
connection request.  If I remember correctly there is stuff built right
into RedHat Linux 6.2 and higher for this stuff.
