Brad Knowles presented a paper on just this topic at LISA 2000. He has his
presentation online at http://www.shub-internet.org/brad/papers/
His paper is as much a critique of current practices and what their
shortcomings are, as much as it is about his own ideas for designing a new
system, but it's a good place to go for the information you need - he's
already been working on the research and design of his new system for over
a year..
