This is "a very, very bad thing", unless you like finding your machine has been taken over by IRC script kiddies hellbent on making your system part of their Distributed Denial of Service attack network, or spammers sending out millions of advertisments. And yes, both scenarios are regular occurances for improperly secured machines. Korea and China are currently very popular countries with these kinds of people at the moment due to extremely high numbers of machines connected to the Internet which are easily hacked into and taken over.
