If you use 'pine' ON the same server [using neither IMAP4 nor POP3],
then you should do this.  "Need" is a little strong.

If you use UW's IMAP4 daemon on the same machine as qpopper, then you
should do this.

If you use 'pine' over the network to a remote server, then whether you
should do the UW kludge depends on what is running on the remote
server, since in that case 'pine' is unable to touch your mail file
except via those protocols.
