Yes, it is possible.  Yes, you need additional tools.  A Web based email 
package capable of performing POP logins can be used.  The Web email 
package can be setup on the same machine as Sendmail/Qpopper, or on a 
separate machine across a LAN, WAN or Internet (if your POP server is on 
the Internet).

Our company uses a product called AnyEmail.  It's a bare-bones Web based 
email interface, reasonably priced between $55 and $395 based on number of 
users (5 to 500 - larger user licenses are available at a higher cost).

An HTML form asks the user for login name and password.  It then performs a 
POP login with your mail server and retrieves the mail headers, placing 
them in a HTML table, much like an inbox in a MUA.  Clicking the subject 
downloads
the message and any attachments.  Note: MIME only decoding - almost not 
worth mentioning these days.

Pay attention to the browser's cache when users check their email on 
someone else's computer.
