As is the case , when something is to simple to be considered,
therein lies the problem.

In the usual approach to kill all unnecessary processes to minimize
the potential for loosing control to one's box, I unchecked inet
services in ntsysv on my RH6.2 box.

No inet, no inetd, no popper, alas no mail.

On a positive note, I'll be able to move away from the standalone
version of popper back to the one demand version much to my relief as well.

Thanks be to the individual's responses who contributed thought provoking
comments, suggestions, etc..

Looks like the good guys won this one ! !

Simplify.
For a test, remove the tcpd stuff.
  Does it work now?  then you had a tcpd problem, address that.
  Did it fail? debug with "telnet HOST 110" instead of Outbreak.
