You can set this as an option to ./configure like so:
--enable-mysql
--with-mysqlconfig=/etc/mysql-popper.conf --with-mysqllibpath=/usr/contrib/lib/mysql --with-mysqlincludepath=/usr/contrib/include/mysql
--enable-debugging
