To summarize: It rate limits the permitted popping attempts as a
linear function of mailbox size with an initial amount of space for
free, and a minimum time interval between requests.
This page and the software are a bit out of date, as we no longer use
Qpopper in production, but I don't anticipate that adapting the patch to
current Qpopper code would be all that hard. I'd be glad to answer any
questions you have.
